निर्वाचन संबंधी पैम्पलेट व पोस्टर में मुद्रक एवं प्रकाशक का नाम लिखना अनिवार्य – दिशा निर्देश हुए जारी

Rewa Today Desk : विधानसभा निर्वाचन 2023 के संबंध में कलेक्टर एवं जिला निर्वाचन अधिकारी श्रीमती प्रतिभा पाल ने जिले के मुद्रकों की बैठक लेकर निर्देश दिये कि निर्वाचन के पैम्पलेट व पोस्टर के मुखपृष्ठ पर मुद्रक एवं प्रकाशक नाम लिखना अनिवार्य होगा। कोई भी व्यक्ति किसी निर्वाचन पैम्पलेट का मुद्रण नहीं करेगा या मुद्रित नहीं करवायेगा जब तक कि प्रकाशक की पहचान की घोषणा उनके द्वारा हस्ताक्षरित न हो जाये तथा दो व्यक्ति जो उन्हें व्यक्तिगत रूप से जानते हों, सत्यापित न करें तथा जिनके द्वारा डुप्लीकेट में मुद्रक को न दिया जाये।

दस्तावेज के मुद्रण के पश्चात उचित समय पर एक प्रति मुद्रक की घोषणा के साथ भेजनी अनिवार्य होगी।
जिला निर्वाचन अधिकारी ने कहा कि हाथ से लिखी प्रतियों के अलावा दस्तावेज की प्रतियों की संख्या बढ़ाने के लिये इसी प्रक्रिया को मुद्रण समझा जायेगा। निर्वाचन पैम्पलेटों, पोस्टर आदि यदि धर्म, वंश, जाति, समुदाय, भाषा विरोधी या चरित्र हनन इत्यादि के आधार पर अपील जो अवैध, आपराधिक या आपत्तिजनक हों, का मुद्रण किये जाने पर दण्डात्मक कार्यवाही की जायेगी। उन्होंने कहा कि मुद्रक एवं प्रकाशक का नाम निर्वाचन में व्ययों पर रोक लगाने के उद्देश्य से सहायक होता है तथा यह पता चलता है कि संबंधित पोस्टर या पैम्पलेट कहाँ से छपाया गया है।

बैठक में उन्होंने कहा कि मुद्रक को छापी गई सामग्री के प्रकाशित होने के तीन दिनों के अन्दर इनकी चार प्रतियों सहित प्रकाशक की घोषणा नियत प्रपत्र में संबंधित रिटर्निंग ऑफीसर के समक्ष प्रस्तुत करनी होगी इसके साथ ही उन्हें मुद्रित सामग्री की संख्या, मुद्रण के लिये वसूल की गई कीमत को भी निर्धारित प्रपत्र में प्रस्तुत करना होगा। जिला निर्वाचन अधिकारी ने स्पष्ट किया कि पैम्पलेटों व पोस्टर आदि के मुद्रण के संबंध में दिये गये निर्देशों की अवहेलना पर छ: महीने तक का कारावास अथवा जुर्माना जिसे दो हजार रूपये तक बढ़ाया जा सकता है अथवा दोनों से दण्डनीय होगा। उन्होंने मुद्रकों से अपेक्षा की कि चुनाव आयोग के दिशा-निर्देशों का पालन करते हुये स्वतंत्र व निष्पक्ष चुनाव में भागीदार होंगे। इस दौरान अपर कलेक्टर शैलेन्द्र सिंह, उप जिला निर्वाचन अधिकारी श्रेयश गोखले, नोडल अधिकारी प्रशिक्षण डॉ. अमरजीत सिंह, नोडल अधिकारी व्यय आरके प्रजापति तथा व्यय लेखा के डीएस श्रीवास्तव सहित मुद्रक एवं फ्लैक्स बैनर निर्माता उपस्थित रहे।

It is mandatory to write the name of printer and publisher in election related pamphlets and posters – guidelines issued

Regarding the Assembly elections 2023, Collector and District Election Officer Mrs. Pratibha Pal held a meeting of the printers of the district and instructed that it will be mandatory to write the name of the printer and publisher on the cover page of the election pamphlets and posters.

No person shall print or cause to be printed any election pamphlet unless a declaration as to the identity of the publisher is signed by him and attested by two persons personally known to him and by whom the printer is certified in duplicate. Let. After printing the document, it will be mandatory to send a copy at the appropriate time along with the printer’s declaration.

The District Election Officer said that apart from hand-written copies, this process will be considered as printing to increase the number of copies of the document. If election pamphlets, posters etc. are printed with appeals based on religion, race, caste, community, anti-language or character assassination etc. which are illegal, criminal or objectionable, punitive action will be taken. He said that the name of the printer and publisher is helpful for the purpose of controlling the expenses in elections and it is known from where the concerned poster or pamphlet has been printed.
In the meeting, he said that within three days of the publication of the printed material, the printer will have to submit the publisher’s declaration in the prescribed form along with four copies of the printed material to the concerned Returning Officer. Along with this, he will have to submit the number of printed material, the amount charged for printing. The quoted price will also have to be submitted in the prescribed form. The District Election Officer clarified that disobedience to the instructions given regarding printing of pamphlets and posters etc. will be punishable with imprisonment of up to six months or a fine which may extend to two thousand rupees or both. He expected the printers to follow the guidelines of the Election Commission and participate in free and fair elections. During this, Additional Collector Shailendra Singh, Deputy District Election Officer Shreyash Gokhale, Nodal Officer Training Dr. Amarjeet Singh, Nodal Officer Expenditure RK Prajapati and DS Srivastava of Expenditure Accounts along with printers and flax banner makers were present.
