Rewa Today Desk : मतदान दिवस में निर्वाचन से जुडी प्रत्येक घटना की सूचना के लिए कम्युनिकेशन प्लान बनाया गया है। इसमें तैनात कर्मचारियों को कलेक्ट्रेट के मोहन सभागार में प्रशिक्षण दिया गया। कलेक्टर श्रीमती प्रतिभा पाल ने कहा कि कम्युनिकेशन प्लान के सभी नम्बरों का परीक्षण मतदान दिवस से पहले अनिवार्य रूप से कर लें। लगभग सभी मतदान केन्द्रों में मोबाइल नेटवर्क की सुविधा है। जिन मतदान केन्द्रों में अभी मोबाइल नेटवर्क कमजोर है वहां वायरलेस सेट के माध्यम से सूचना देने की व्यवस्था करें। मतदान दिवस के पूर्व कम्युनिकेशन प्लान के लिए तैनात कर्मचारी बीएलओ से अनिवार्य रूप से सम्पर्क करें। उन्हें मोबाइल से संदेश प्राप्त करने की पूरी प्रक्रिया की जानकारी दें। मतदान दल के सदस्य भी एनआईसी के माध्यम से विकसित किए गए विशेष कम्प्यूटर प्रोग्राम में मोबाईल से एसएमएस के माध्यम से संदेश भेजेंगे। इन संदेशों का तत्काल विश्लेषण करके उनके अनुरूप कार्यवाही सुनिश्चित करें।

प्रशिक्षण देते हुए जिला प्रबंधक ई गवर्नेंस आशीष दुबे ने कहा कि सभी सेक्टर आफीसर मतदान दल के कर्मचारियों एवं बीएलओ के मोबाइल नम्बरों की सूची दल अपने पास रखें। इसके लिए बार-बार कम्प्यूटर का उपयोग न करें। कम्प्यूटर में मतदान दलों से प्राप्त जानकारी का लगातार विश्लेषण करें। जिस मतदान केन्द्र से जानकारी निर्धारित समय पर प्राप्त नहीं होती है उसे फोन से तत्काल सूचित करें। प्रशिक्षण में अनुविभागीय अधिकारी वन ने कम्युनिकेशन प्लान के लिए किए गए प्रबंधों की जानकारी दी। उन्होंने बताया कि निर्वाचन संबंधी जानकारियाँ देने के लिए विधानसभावार दल तैनात किए गए हैं। प्रत्येक विधानसभा क्षेत्र के लिए रिटर्निंग आफीसर स्तर पर कम्युनिकेशन टीम तैनात की गई है। मतदान दिवस में इसके सदस्य प्रतयेक मतदान केन्द्र की लगातार जानकारी लेकर उसे मोबाइल एप्लीकेशन तथा कम्प्यूटर के माध्यम से दर्ज करेंगे। जिला स्तर से इसकी मॉनीटरिंग की जाएगी। बीएलओ के साथ एक अन्य स्थानीय कर्मचारी को सूचनाएं देने के लिए तैनात किया गया है। मतदान से तीन दिवस पूर्व पूरी टीम कार्य करने लगेगी। मतदान दल के निर्धारित स्थल पर पहुंचने से लेकर मतदान से जुड़ी हर जानकारी समय पर उपलब्ध कराने का प्रयास किया जाएगा। प्रशिक्षण में जिला तथा तहसील स्तरीय कम्युनिकेशन टीम के सभी सदस्य उपस्थित रहे.

Communication plan will provide timely information, take immediate action on every information – Collector

A communication plan has been made for information about every election related event on the voting day. The employees deployed in this were given training in the Mohan Auditorium of the Collectorate. Collector Mrs. Pratibha Pal said that it is mandatory to test all the numbers of the communication plan before the voting day. Almost all polling stations have mobile network facility. Make arrangements to provide information through wireless sets in polling stations where the mobile network is currently weak. Before the voting day, deployed employees must compulsorily contact the BLO for communication plan. Give them information about the complete process of receiving messages from mobile. The members of the polling party will also send messages through SMS from mobile in the special computer program developed through NIC. Analyze these messages immediately and ensure appropriate action.

While giving training, District Manager e-Governance Ashish Dubey said that all sector officers should keep with them the list of mobile numbers of polling team employees and BLOs. For this, do not use the computer again and again. Continuously analyze the information received from polling parties in the computer. Immediately inform the polling station from which information is not received on time by phone. During the training, Sub-Divisional Forest Officer gave information about the arrangements made for the communication plan. He informed that assembly wise teams have been deployed to provide election related information. A communication team has been deployed at the returning officer level for each assembly constituency. On the voting day, its members will continuously collect information about each polling station and record it through mobile application and computer. This will be monitored from the district level. Another local employee along with the BLO has been deployed to provide information. The entire team will start working three days before voting. Efforts will be made to provide every information related to voting on time from the time the polling team reaches the designated venue. All members of the district and tehsil level communication team were present in the training.
