Rewa Today Desk :रीवा तथा मऊगंज जिले के सभी 8 विधानसभा क्षेत्रो के लिए चुनाव कि अधिसूचना 21 अक्टूबर को जारी की जाएगी। इसी दिन से नामांकन पत्र दखिल करने प्रक्रिया आरंभ होगी। कलेक्ट्रेट कार्यालय रीवा में विधानसभा क्षेत्र सिरमौर, सेमरिया, त्योंथर, मनगवां, रीवा तथा गुढ विधानसभा क्षेत्रो के लिए नामांकन पत्र दाखिल किये जायेगे। कलेक्ट्रेट कार्यालय मऊगंज मं विधानसभा क्षेत्र देवतालाब तथा मऊगंज के आवेदन पत्र दाखिल किए जाएंगे। आवेदन पत्रों को जमा करने के लिए रिटर्निंग आफीसर, सहायक रिटर्निंग आफीसर तथा उनके सहायक कर्मचारी तैनात कर दिए गए हैं। नामांकन पत्र के साथ प्रत्येक उम्मीदवार को अपराधिक रिकार्ड का विवरण भी देना होगा।

इस संबंध में कलेक्टर एवं जिला निर्वाचन अधिकारी श्रीमती प्रतिभा पाल ने बताया कि सभी उम्मीदवार नामांकन पत्र दाखिल करते समय निर्वाचन आयोग के निर्देशों का पालन करें। नामांकन पत्र के साथ उम्मीदवार को निर्धारित प्रपत्र 26 में आपराधिक प्रकरण के संबंध में शपथ पत्र देना होगा। जिला निर्वाचन अधिकारी ने बताया कि माननीय सुप्रीमकोर्ट के आदेश के अनुसार उम्मीदवार को अपने पूर्व के प्रचलित आपराधिक प्रकरण एवं दोषसिद्ध प्रकरण के संबंध में घोषणा पत्र देना होगा। उम्मीदवार निर्वाचन आयोग द्वारा निर्धारित प्रारूप में सभी विवरण दर्ज करके नामांकन पत्र के साथ प्रस्तुत करेंगे। यदि उम्मीदवार किसी राजनैतिक दल कि ओर से चुनाव लड़ रहा है तो उसे आपराधिक प्रकरण के संबंध में उस राजनैतिक दल को भी सूचना देनी होगी।

राजनैतिक दल उम्मीदवार के लंबित आपराधिक प्रकरण कि जानकारी दल की वेबसाइट पर दिखाएंगे। साथ ही राजनैतिक दल इस संबंध में एक घोषणा जारी करेंगे जिसे समाचार पत्रो एवं इलेक्ट्रानिक मीडिया में प्रसारित प्रकाशित करना आवश्यक होगा। नामांकन पत्र भरने के बाद कम से कम तीन वार लंबित आपराधिक प्रकरण के संबंध में घोषणा स्थानीय समाचार पत्रों एवं टीव्ही चैनलों में प्रसारित करना अनिवार्य होगा। इनका प्रसारण नाम वापसी कि समय सीमा समाप्त होने से मतदान के 48 घण्टे पहले तक कि अवधि में किया जाना है।

जिला निर्वाचन अधिकारी ने बताया कि आपराधिक प्रकरणो कि जानकारी देने के लिए आयोग द्वारा प्रपत्र सी-1 निर्धारित किया गया है। जिसे संचार माध्यमों में प्रकाषित एवं प्रसारित किया जायेगा। उम्मीदवार प्रपत्र सी-2 में अपने राजनैतिक दल को लंबित प्रकरणो की जानकारी देंगे। जिसे दल वेबसाइट में प्रदर्शित किया जाएगा। उम्मीदवार प्रपत्र सी-3 में रिटार्निग आफीसर को लिखित में जानकारी देंगे तथा प्रपत्र 26 में शपथ प्रस्तुत देंगे। प्रपत्र 26 के कालम 5 एवं 6 में आपराधिक प्रकरणो कि जानकारी दी जायेगी। सभी उम्मीदवार इन निर्देशों का पालन करना जरूरी होगा.

Every candidate will have to give details of criminal record. The candidate will have to submit an affidavit along with the nomination form.

Election notification for all 8 assembly constituencies of Rewa and Mauganj districts will be issued on October 21. The process of filing nomination papers will start from this day itself. Nomination papers will be filed for assembly constituencies Sirmaur, Semaria, Teonthar, Mangawan, Rewa and Gudh assembly constituencies in Collectorate Office Rewa. Applications for Devtalab and Mauganj assembly constituencies will be filed in the Collectorate office, Mauganj. Returning Officers, Assistant Returning Officers and their supporting staff have been deployed to collect the application forms.

Along with the nomination form, every candidate will also have to give details of criminal record.
In this regard, Collector and District Election Officer Mrs. Pratibha Pal said that all the candidates should follow the instructions of the Election Commission while filing nomination papers. Along with the nomination form, the candidate will have to give an affidavit regarding the criminal case in the prescribed Form 26. The District Election Officer said that as per the order of the Honorable Supreme Court, the candidate will have to give a declaration regarding his previous criminal cases and conviction cases. Candidates will enter all the details in the format prescribed by the Election Commission and submit it along with the nomination form.

If a candidate is contesting elections on behalf of a political party, he will have to inform that political party also regarding the criminal case. Political parties will display information about pending criminal cases of candidates on the party’s website. Also, political parties will issue an announcement in this regard which will be required to be published and distributed in newspapers and electronic media. After filling the nomination forms, it will be mandatory to broadcast the announcement regarding the pending criminal case in local newspapers and TV channels at least three times. These are to be telecasted in the period from the expiry of the deadline for withdrawal of nominations till 48 hours before the voting.

The District Election Officer said that Form C-1 has been prescribed by the Commission for giving information about criminal cases. Which will be published and broadcast in the media. Candidates will give information about pending cases to their political party in Form C-2. Which will be displayed in the party website. Candidates will give written information to the Returning Officer in Form C-3 and submit an oath in Form 26. Information about criminal cases will be given in columns 5 and 6 of Form 26. It will be necessary for all candidates to follow these instructions.
