कलेक्टर ने ट्रेनिंग के दौरान कहा फ्लाइंग स्क्वाड दल चुनाव आयोग की आँख-कान है

Rewa Today Desk : विधानसभा चुनाव में तैनात होने वाले व्यय लेखा दल, फ्लाइंग स्क्वाड, स्थैतिक निगरानी दल तथा वीवीटी के सदस्यों को प्रशिक्षण दिया गया। प्रशिक्षण में कलेक्टर एवं जिला निर्वाचन अधिकारी श्रीमती प्रतिभा पाल ने कहा कि चुनाव अत्यंत महत्वपूर्ण और संवेदनशील कार्य है। आप सबको सौंपे गए कार्य के अनुसार विस्तृत निर्देश दिए गए हैं। इन निर्देशों का भलीभांति अध्ययन करके उसके अनुरूप कार्यवाही सुनिश्चित करें। फ्लाइंग स्क्वाड टीम को किसी भी तरह की शिकायत मिलने पर तत्काल कार्यवाही करनी होती है। सी विजिल एप से शिकायत दर्ज होने पर पाँच मिनट में आपके मोबाइल पर इसकी सूचना आ जाएगी। फ्लाइंग स्क्वाड को 15 मिनट में निर्धारित स्थल में पहुंचकर जाँच करके 30 मिनट में प्रतिवेदन दर्ज करना है। फ्लाइंग स्क्वाड पूरे चुनाव में चुनाव आयोग के आँख और कान की तरह कार्य करेगा।

कलेक्टर ने कहा कि व्यय लेखा दल के सभी सदस्य सभी पंजियों और सभी निर्देशों का अध्ययन कर लें। पूरी सावधानी के साथ चुनाव खर्च संधारित करें। हम उम्मीदवारों को चुनाव लड़ने के लिए स्वस्थ और निष्पक्ष वातावरण देंगे। प्रशिक्षण में मास्टर ट्रेनर तथा नोडल अधिकारी प्रशिक्षण डॉ अमरजीत सिंह ने कहा कि चुनाव खर्च की निगरानी महत्वपूर्ण भाग है। आयोग द्वारा उम्मीदवार के लिए 40 लाख रुपए अधिकतम व्यय की सीमा निर्धारित की गई है। उम्मीदवार निर्धारित गतिविधियों तथा प्रचार सामग्री में ही इन्हें व्यय कर सकता है। इसके अतिरिक्त किसी भी तरह का व्यय अवैधानिक होगा। प्रत्येक उम्मीदवार को मतगणना समाप्त होने के 30 दिनों के भीतर चुनाव खर्च का पूरा विवरण देना अनिवार्य है। चुनाव खर्च की निगरानी के लिए जिला स्तर तथा विधानसभा स्तर पर दल तैनात रहेंगे।

डॉ सिंह ने प्रशिक्षण देते हुए कहा कि एफएसटी, एसएसटी तथा जिला एवं विधानसभा क्षेत्र स्तर पर बनाए गए कंट्रोल रूम एक-दूसरे से लगातार संपर्क में रहकर समस्त कार्यवाहियाँ सुनिश्चित करेंगे। आदर्श आचरण संहिता के उल्लंघन, अवैध रूप से धनराशि व्यय करने, मतदाताओं को प्रलोभन देने के लिए अनुचित साधनों के उपयोग आदि से जुड़ी शिकायतें मिलेंगी। इनमें कार्यवाही करने के लिए विभिन्न अधिनियमों के तहत प्रावधान किया गया है। उसके अनुरूप कार्यवाही करें। प्रत्येक शिकायत पर 24 घंटे की समय सीमा में प्रतिवेदन देना आवश्यक होगा। सी विजिल एप से प्राप्त शिकायतों पर सौ मिनट की समय सीमा में कार्यवाही करना आवश्यक होगा। एफएसटी, एसएसटी तथा व्यय लेखा दल के सदस्य निर्वाचन आयोग की वेबसाइट का प्रतिदिन अवलोकन करके नवीनतम निर्देश अवश्य प्राप्त करें। वीवीटी दल के सदस्यों को निर्वाचन से संबंधित महत्वपूर्ण घटनाओं के वीडियो बनाने के लिए तैनात किया गया है। वीडियो में पूरा विवरण रिकार्ड होना आवश्यक है।

प्रशिक्षण कार्यक्रम में निर्वाचन आयोग के विभिन्न निर्देशों, व्यय लेखा संधारण, शिकायतों के निराकरण तथा रिटर्निंग आफीसर की भूमिका के संबंध में जानकारी दी गई। प्रशिक्षण में जिला प्रबंधक ई गवर्नेंस आशीष दुबे ने सी विजिल एप के उपयोग के संबंध में प्रशिक्षण दिया। प्रशिक्षण में अपर कलेक्टर शैलेन्द्र सिंह, उप जिला निर्वाचन अधिकारी श्रेयस गोखले, जिला सूचना विज्ञान अधिकारी मनीष पटेल, संयुक्त संचालक कोष आरके प्रजापति, सभी एसडीएम तथा व्यय लेखा निगरानी दल के सदस्य उपस्थित रहे।

Collector said during training that Flying Squad team is the eyes and ears of the Election Commission.

Training was given to the members of Expenditure Accounting Team, Flying Squad, Static Surveillance Team and VVT to be deployed in the Assembly elections. During the training, Collector and District Election Officer Mrs. Pratibha Pal said that elections are a very important and sensitive task. All of you have been given detailed instructions as per the assigned work. Study these instructions thoroughly and ensure action is taken accordingly. The Flying Squad team has to take immediate action on receiving any kind of complaint. If a complaint is registered through C Vigil app, the information will be sent to your mobile within five minutes. The flying squad has to reach the designated spot within 15 minutes, conduct an investigation and file a report within 30 minutes. The Flying Squad will act as the eyes and ears of the Election Commission throughout the elections.

The Collector said that all the members of the expenditure accounting team should study all the registers and all the instructions. Manage election expenses with utmost care. We will provide a healthy and fair environment to the candidates to contest elections. Dr Amarjeet Singh, Master Trainer and Nodal Officer Training in the training, said that monitoring of election expenditure is an important part. The Commission has set a maximum expenditure limit of Rs 40 lakh for a candidate. The candidate can spend it only on prescribed activities and publicity material. Apart from this, any kind of expenditure will be illegal. It is mandatory for every candidate to submit complete details of election expenses within 30 days of completion of counting of votes.

Teams will be deployed at the district level and assembly level to monitor election expenditure.
While giving training, Dr. Singh said that FST, SST and control rooms created at district and assembly constituency level will ensure all the proceedings by being in constant touch with each other. Complaints will be received related to violation of Model Code of Conduct, illegal expenditure of funds, use of unfair means to lure voters etc. Provisions have been made under various acts to take action in these cases. Take action accordingly. It will be necessary to submit a report on every complaint within a time limit of 24 hours. It will be necessary to take action on complaints received through C Vigil App within a time limit of 100 minutes. Members of FST, SST and Expenditure Accounts Team must visit the website of the Election Commission daily to get the latest instructions. VVT team members have been deployed to make videos of important election related events. It is necessary to record complete details in the video.

In the training program, information was given regarding various instructions of the Election Commission, maintenance of expenditure accounts, redressal of complaints and role of Returning Officer. In the training, District Manager e-Governance Ashish Dubey gave training regarding the use of C Vigil App. Additional Collector Shailendra Singh, Deputy District Election Officer Shreyas Gokhale, District Informatics Officer Manish Patel, Joint Director Treasury RK Prajapati, all SDMs and members of the expenditure accounting monitoring team were present in the training.
