आदर्श आचरण संहिता उल्लंघन करने पर होगी कड़ी कार्यवाही चप्पे चप्पे पर रहेगी नजर – कलेक्टर

Rewa Today Desk :रीवा निर्वाचन आयोग द्वारा रीवा तथा मऊगंज जिले की सभी विधानसभा क्षेत्रों में विधानसभा चुनाव संपन्न कराने के लिए कार्यक्रम की घोषणा कर दी गयी है। दोनों जिलों में एक साथ 17 नवम्बर को मतदान एवं 3 दिसंबर को मतगणना की जायेगी। चुनाव कार्यक्रमों की घोषणा करने के साथ ही सभी विधानसभा क्षेत्रों में चुनाव की आदर्श आचरण संहिता लागू है। इस संबंध में कलेक्टर एवं जिला निर्वाचन अधिकारी श्रीमती प्रतिभा पाल ने बताया है कि निर्वाचन की प्रक्रिया पूरी होने तक चुनाव की आदर्श आचरण संहिता लागू रहेगी। इस अवधि में नये कार्यों के शिलान्यास और लोकार्पण नहीं होंगे। पूर्व से स्वीकृत और जारी निर्माण कार्यों में किसी तरह की रोक नहीं रहेगी। सभी अधिकारियों-कर्मचारियों तथा राजनैतिक दलों एवं उम्मीदवारों पर आदर्श आचरण संहिता लागू होगी। आदर्श आचरण संहिता लागू होने की अवधि में कोई भी शासकीय सेवक राजनैतिक गतिविधि में शामिल नहीं होगे।

शासकीय कर्मचारियों को चुनाव में बिल्कुल निष्पक्ष रहना चाहिए। यह आवश्यक है कि वे किसी को यह महसूस न होने दे कि वे निष्पक्ष नहीं है। निर्वाचन में किसी अभ्यर्थी के लिए कार्य करना मध्यप्रदेश सिविल सेवा आचरण नियम के प्रावधानों के विपरीत है। लोक प्रतिनिधित्व अधिनियम की ओर विशेष रूप से ध्यान आकर्षित करते हुए कहा गया है कि निर्वाचन के दौरान अधिकारी, कर्मचारी न तो किसी अभ्यर्थी के लिए कार्य करेंगे और न मत डालने में कोई असर डालेंगे।

जिला निर्वाचन अधिकारी ने कहा है कि सभी राजनैतिक दल तथा उम्मीदवार चुनाव की आदर्श आचरण संहिता का पालन करे। चुनाव प्रचार के लिए धार्मिक स्थलों का उपयोग न करें। । मतदाताओं को डराना तथा किसी तरह का प्रलोभन देना आदर्श आचरण संहिता का उल्लंघन माना जायेगा। राजनैतिक दल तथा उम्मीदवार सक्षम प्राधिकारी से लिखित अनुमति के बाद ही सभा, सम्मेलन तथा जुलूस का आयोजन कर सकेंगे। सभी उम्मीदवार निर्वाचन आयोग द्वारा निर्धारित अधितम व्यय सीमा में ही चुनाव में खर्च कर सकेंगे। किसी भी शासकीय भवन अथवा भवन परिसर में चुनाव प्रचार सामग्री लगाना प्रतिबंधित रहेगा। निजी भवनों तथा परिसंपत्तियों में भवन स्वामी की लिखित अनुमति के बाद ही चुनाव प्रचार सामग्री प्रदर्शित करें। चुनाव प्रचार करते समय कोलाहल नियंत्रण अधिनियम का पालन करना अनिवार्यत: होगा।

Strict action will be taken in case of violation of model code of conduct, vigil will be maintained at every nook and corner – Collector

Rewa Election Commission has announced the program for conducting assembly elections in all the assembly constituencies of Rewa and Mauganj districts. Voting will be held simultaneously in both the districts on 17th November and counting of votes will be done on 3rd December. Along with the announcement of election programmes, the Model Code of Conduct for Elections is in force in all the assembly constituencies. In this regard, Collector and District Election Officer Mrs. Pratibha Pal has said that the model code of conduct for elections will remain in force till the completion of the election process. There will be no foundation stone laying and inauguration of new works during this period.

There will be no stoppage in the previously approved and ongoing construction works. The Model Code of Conduct will be applicable to all officers-employees and political parties and candidates. During the period when the Model Code of Conduct is in force, no government servant will be involved in political activity.
Government employees should remain absolutely impartial in elections. It is important that they do not make anyone feel that they are not being fair. Working for any candidate in elections is contrary to the provisions of Madhya Pradesh Civil Services Conduct Rules. Drawing special attention towards the Public Representation Act, it has been said that during the elections, officers and employees will neither work for any candidate nor have any influence in casting the vote.

The District Election Officer has said that all political parties and candidates should follow the model code of conduct for elections. Do not use religious places for election campaign. , Intimidating voters and giving any kind of inducement will be considered a violation of the Model Code of Conduct. Political parties and candidates will be able to organize meetings, conferences and processions only after written permission from the competent authority. All candidates will be able to spend in elections only within the maximum expenditure limit set by the Election Commission.

Placing election campaign material in any government building or building premises will be prohibited. Display election campaign material in private buildings and properties only after the written permission of the building owner. It will be mandatory to follow the Noise Control Act while campaigning.
