Rewa Today :व्यावसायिक तथा सामान्य प्रचार सामग्री पर नही है रोक केवल राजनीतिक विज्ञापन नहीं किया जा सकते

Rewa Today Desk :विधानसभा निर्वाचन 2023 का कार्यक्रम निर्वाचन आयोग द्वारा घोषित करने के साथ जिले में निर्वाचन की आदर्श आचरण संहिता लागू हो गयी है। आदर्श आचरण संहिता निर्वाचन प्रक्रिया पूरी होने तक लागू रहेगी। इस अवधि में सामान्य रूप से किये जाने वाले प्रचार-प्रसार पर किसी तरह की रोक नहीं है। सभी तरह के व्यवसायिक विज्ञापन जिनमें किसी तरह का राजनैतिक विज्ञापन न हो निर्धारित स्थलों पर लगाये जा सकते हैं। विभिन्न विज्ञापन एजेंसियों द्वारा शहर में तथा जिले के अन्य नगरों में विज्ञापन के लिए स्थान निर्धारित किया गया है। इनमें व्यवसायिक अथवा अन्य विज्ञापन पर किसी तरह की रोक नहीं है।

इस संबंध में कलेक्टर एवं जिला निर्वाचन अधिकारी श्रीमती प्रतिभा पाल ने बताया कि विधानसभा चुनाव में उम्मीदवारों तथा राजनैतिक दलों द्वारा उपयोग में लायी जा रही सामान्य प्रचार सामग्री पर कोई रोक नही है कार्ड बोर्ड पर बने बैज कागज की टोपी, स्टीकर बैज, झंडे, बैनर, कटआउट, टोपियां, मुखौटे तथा स्कार्फ में प्रकाशित प्रचार सामग्री जनप्रतिनिधित्व अधिनियम 1991 की धारा 127-ए के तहत नही आती हैं। इनका प्रचार के लिए उपयोग धारा 127-ए का उल्लंघन नही है।

उम्मीदवार इन प्रचार सामग्रियों का उपयोग कर सकते हैं। पम्पलेट, पोस्टर तथा बैनरों में प्रचार करने वाले का नाम एवं प्रकाशित एवं मुद्रित करने वाले का नाम होना अनिवार्य है। आदर्श आचरण संहिता का पालन करते हुए व्यवसायिक पोस्टर, बैनर और फ्लैक्स तथा हार्डिंग्स लगाये जा सकते हैं। किसी भी शासकीय भवन, सार्वजनिक संपत्ति तथा बिना अनुमति के निजी परिसंपत्तियों पर भी प्रचार सामग्री लगाने पर पूरी तरह से रोक रहेगी। निजी भवनों में भवन मालिक की लिखित अनुमति से प्रचार सामग्री लगायी जा सकती है।

There is no ban on commercial and general promotional material; only political advertisements cannot be made.

With the announcement of the schedule of Assembly Elections 2023 by the Election Commission, the Model Code of Conduct for Elections has come into force in the district. The Model Code of Conduct will remain in force until the completion of the election process. There is no restriction on normal publicity during this period. All types of commercial advertisements, including those that do not contain any kind of political advertisement, can be placed at designated places.

Space for advertising has been earmarked by various advertising agencies in the city and other towns of the district. There is no restriction on commercial or other advertisements in these. In this regard, Collector and District Election Officer Mrs. Pratibha Pal said that there is no restriction on the general campaign material being used by the candidates and political parties in the assembly elections like badges made on card board, paper caps, sticker badges, flags, banners.

The promotional material published in , cutouts, caps, masks and scarves does not come under Section 127-A of the Representation of the People Act 1991. Using them for publicity is not a violation of Section 127-A. Candidates can use these publicity materials. It is mandatory to have the name of the person promoting and the name of the person publishing and printing on pamphlets, posters and banners. Commercial posters, banners and flex and hardings can be put up following the model code of conduct. There will be a complete ban on placing promotional material on any government building, public property or even private property without permission. Propaganda material can be placed in private buildings with the written permission of the building owner.
