 खाद्य, नागरिक आपूर्ति एवं उपभोक्ता संरक्षण मंत्री  बिसाहूलाल सिंह ने कहा कि नि:शुल्क खाद्यान्न वितरण प्रणाली में मिलने वाले गेहूँ एवं चावल न मिलने पर उपभोक्ता इसकी शिकायत सीएम हेल्पलाइन 181 पर दर्ज करा सकते है।  खाद्य मंत्री श्री सिंह ने बताया कि भवनविहिन, जीर्णशीर्ण एवं अपर्याप्त भण्डारण क्षमता वाली उचित मूल्य दुकानों को चिन्हित कर एन्यूटी मॉडल पर नई दुकान सह-गोदाम का निर्माण कराया जाएगा। इस संबंध में प्रमुख सचिव श्री उमराव ने बताया कि प्रथम चरण में 500 करोड़ रूपये की लागत से 3500 उचित मूल्य दुकानों का निर्माण होगा। प्रति दुकान के निर्माण पर 13 लाख 50 हजार रूपये की लागत आयेगी। नान द्वारा निविदा के माध्यम से दुकानों का निर्माण पीपीपी मोड पर होगा, जिसमें 20 प्रतिशत राशि नागरिक आपूर्ति निगम एवं 80 प्रतिशत राशि निजी निवेशक द्वारा लगाई जाएगी। केन्द्र सरकार द्वारा मनरेगा से उचित मूल्य दुकानों पर खाद्यान्न भण्डार के लिये निर्मित किये जाने वाले गोदाम निर्माण की अद्यतन स्थिति पर चर्चा की गई। इसके तहत ग्रामीण क्षेत्रों में लगभग 17 हजार 700 दुकानों में गोदाम सह भवन निर्माण का प्रस्ताव पंचायत एवं ग्रामीण विकास को भेजा जायेगा।

खाद्य मंत्री श्री सिंह ने बताया कि खाद्यान्न वितरण में युवाओं की सहभागिता को सुनिश्चित करने के लिये मुख्यमंत्री युवा अन्नदूत योजना में 14 जिलों में चयन प्रक्रिया पूरी कर ली गई है। शेष 38 जिलों में चयन प्रक्रिया प्रचलन में है। इसके लिये बैंक में 390 प्रस्ताव प्रेषित किये गये है एवं 128 रिक्त सेक्टर्स में पुन: आवेदन आमंत्रित किये गये है। प्रमुख सचिव ने बताया कि योजना का लाभ समाज के अंतिम हितग्राही तक पहुँचाने के उद्देश्य से प्रत्येक राशन की दुकान पर हितग्राही को मिलने वाले सुविधाओं पर केन्द्रित आयरन फ्लेक्स लगाये गये है। इन पर उपभोक्ता को मिलने वाले नि:शुल्क एवं स:शुल्क राशन का नाम, मात्रा, प्रति व्यक्ति और प्रति परिवार का विवरण लिखा गया है। इससे दुकानदारों की मनमानी एवं धोखाधड़ी पर अंकुश लगाया जा सकेगा।

Food, Civil Supplies and Consumer Protection Minister Bisahulal Singh said that if wheat and rice are not available in the free food grains distribution system, consumers can register their complaints on the CM helpline 181. Is.Food Minister Shri Singh said that by identifying fair price shops without buildings, dilapidated and with insufficient storage capacity, a new shop-cum-godown would be constructed on the annuity model. In this regard, Principal Secretary Mr. Umrao said that in the first phase, 3500 fair price shops will be constructed at a cost of Rs. 500 crore. The cost of construction of each shop will be Rs 13 lakh 50 thousand. Construction of shops will be done on PPP mode through tender by Nan, in which 20 percent amount will be invested by Civil Supplies Corporation and 80 percent amount by private investor. Discussion was held on the latest status of construction of godowns to be constructed by the central government for storing food grains at fair price shops under MNREGA. Under this, the proposal for construction of godown cum building in about 17 thousand 700 shops in rural areas will be sent to Panchayat and Rural Development.

Food Minister Shri Singh said that to ensure the participation of youth in distribution of food grains, the selection process has been completed in 14 districts under Mukhyamantri Yuva Annadoot Yojana. The selection process is in vogue in the remaining 38 districts. For this, 390 proposals have been sent to the bank and re-applications have been invited in 128 vacant sectors. The Principal Secretary said that with the aim of taking the benefit of the scheme to the last beneficiary of the society, iron flakes focused on the facilities to be provided to the beneficiary have been installed at each ration shop. On these, the name, quantity, per person and per family details of the free and paid ration received by the consumer have been written. With this, the arbitrariness and fraud of the shopkeepers can be curbed.
