Rewa Today Desk : विधानसभा चुनाव का कार्यक्रम निर्वाचन आयोग द्वारा घोषित कर दिया गया है। कार्यक्रम घोषित होते ही कलेक्टर एवं जिला निर्वाचन अधिकारी श्रीमती प्रतिभा पाल ने कलेक्ट्रेट सभागार में आयोजित बैठक में जिला अधिकारियों, रिटर्निंग आफीसर तथा नोडल अधिकारियों को चुनाव संबंधी निर्देश दिए। उन्होंने कहा कि चुनाव की तैयारी के लिए बहुत कम समय बचा है। सभी रिटर्निंग आफीसर अपने-अपने विधानसभा क्षेत्र में समस्त कार्यवाहियाँ तत्काल शुरू कर दें। विधानसभा चुनाव के लिए रीवा जिले के 6 विधानसभाओं के नामांकन पत्र रीवा में तथा दो विधानसभा क्षेत्रों के नामांकन पत्र मऊगंज में 21 अक्टूबर से दाखिल किए जाएंगे। इसके लिए पर्याप्त अधिकारी-कर्मचारी तैनात कर उन्हें समुचित प्रशिक्षण दें। दाखिल नामांकन पत्र तत्काल अपलोड कराने के लिए पृथक से कर्मचारी तैनात करें। सभी अधिकारी चुनाव संबंधी निर्देशों का तत्परता से पालन करें।

जिला निर्वाचन अधिकारी ने कहा कि चुनाव का कार्यक्रम घोषित कर दिया गया है। इसके साथ ही आदर्श आचरण संहिता लागू हो गई है। सभी अधिकारी पूरी निष्पक्षता के साथ चुनाव कार्य सम्पन्न कराएं। आदर्श आचरण संहिता का उल्लंघन करने वालों पर कठोर कार्यवाही की जाएगी। सभी एसडीएम तत्काल सम्पत्ति विरूपण अधिनियम के तहत कार्यवाही करने वाला दल गठित करके अवैध रूप से प्रदर्शित प्रचार सामग्री तत्काल हटवाएं। शासकीय भवनों तथा परिसरों में प्रदर्शित प्रचार सामग्री तत्काल हटाएं। निजी भवनों एवं भूमि पर भी मालिक की लिखित अनुमति के बाद ही प्रचार सामग्री प्रदर्शित की जाएगी। कोलाहल नियंत्रण अधिनियम के तहत रात 10 बजे से लेकर प्रातः 6 बजे तक ध्वनि विस्तार यंत्रों का उपयोग पूरी तरह से प्रतिबंधित रहेगा। इसका पालन सुनिश्चित कराएं। इसका उल्लंघन करने वालों के विरूद्ध प्रकरण दर्ज कर कार्यवाही करें। राजनैतिक दलों तथा उम्मीदवारों को सभा, जुलूस, वाहन तथा अन्य सभी तरह की अनुमति के लिए रिटर्निंग आफीसर अधिकृत होंगे। सभा के लिए कम से कम दो स्थल चिन्हांकित कर लें। इनमें आवेदन के क्रम के अनुसार अनुमति दें। किसी भी धार्मिक स्थल के परिसर में सभा की अनुमति न दें। उन्होंने कहा कि सभी एसडीएम तथा रिटर्निंग आफीसर अपने-अपने क्षेत्र में कानून और व्यवस्था बनाए रखने के लिए पुलिस विभाग के सहयोग से अभियान चलाएं। आदतन अपराधियों तथा असामाजिक तत्वों पर कठोर प्रतिबंधात्मक कार्यवाही करें। आयोग द्वारा दिए गए निर्देशों के अनुरूप प्रत्येक मतदान केन्द्र में रैम्प, पेयजल एवं प्रकाश की व्यवस्था कराएं। निर्धारित प्रारूप में मतदान केन्द्र की जानकारी का लेखन कराएं। मतदान केन्द्रों का शत-प्रतिशत सत्यापन करके तीन दिवस में प्रतिवेदन प्रस्तुत करें। सभी सेक्टर मजिस्ट्रेट के माध्यम से स्वीप प्लान एवं मतदान केन्द्र की व्यवस्था सुनिश्चित कराएं। उन्होंने पेड न्यूज, एमसीएमसी कमेटी के कार्य, चुनाव नियंत्रण कक्ष, चुनाव लेखा परीक्षण के संबंध में अधिकारियों को निर्देश दिए।

कलेक्टर ने कहा कि सभी फ्लाइंग स्क्वाड, व्हीएसटी, व्यय लेखा निगरानी दल तथा जाँच नाकों पर दल तत्काल तैनात करें। निर्वाचन संबंधी शिकायतों का तत्काल निराकरण करके प्रतिवेदन भेजें। आदर्श आचरण संहिता के उल्लंघन के संबंध में आयोग द्वारा निर्धारित प्रपत्र एक तथा दो में प्रतिदिन रिपोर्ट भेजें। नामांकन पत्र दाखिल करने तथा वाहनों की अनुमति के संबंध में पहले से ही चेकलिस्ट दे दें। चेकलिस्ट के अनुसार इन्हें जमा कराएं। अनुमति के लिए एकल खिड़की की स्थापना करके तत्काल सभी अनुमतियाँ जारी कराएं। सभी नोडल अधिकारी सौंपे गए दायित्व के अनुसार समस्त कार्यवाहियाँ करें। रिटर्निंग आफीसर के सम्पर्क में रहकर कार्यवाहियाँ सुनिश्चित करें। प्रभारी अधिकारी प्रशिक्षण मतदान दलों के प्रशिक्षण का कार्यक्रम तत्काल निर्धारित करके उनका दो चरणों में प्रशिक्षण सुनिश्चित करें। बैठक में कलेक्टर ने मतदान सामग्री वितरण, स्ट्रांग रूम की व्यवस्था, चुनाव प्रशिक्षण की व्यवस्था, कंट्रोल रूम, कम्युनिकेशन प्लान तथा स्वीप अभियान के संबंध में निर्देश दिए। बैठक में नोडल अधिकारी स्वीप तथा जिला पंचायत के मुख्य कार्यपालन अधिकारी डॉ सौरभ सोनवणे, आयुक्त नगर निगम श्रीमती संस्कृति जैन, अपर कलेक्टर शैलेन्द्र सिंह, वन मण्डलाधिकारी अनुपम शर्मा, उप जिला निर्वाचन अधिकारी श्रेयस गोखले, नोडल अधिकारी प्रशिक्षण डॉ अमरजीत सिंह, सभी रिटर्निंग आफीसर, सहायक रिटर्निंग आफीसर, सीएमओ, सीईओ जनपद पंचायत तथा सभी नोडल अधिकारी उपस्थित रहे

The schedule of assembly elections has been declared by the Election Commission. As soon as the program was announced, Collector and District Election Officer Mrs. Pratibha Pal gave election related instructions to the District Officers, Returning Officers and Nodal Officers in the meeting held in the Collectorate Auditorium. He said that there is very little time left to prepare for the elections. All returning officers should immediately start all proceedings in their respective assembly constituencies. For the assembly elections, nomination papers for 6 assembly constituencies of Rewa district will be filed in Rewa and nomination papers for two assembly constituencies in Mauganj from October 21. For this, deploy adequate officers and employees and give them proper training. Deploy a separate employee to upload the filed nomination forms immediately. All officers should promptly follow the election related instructions.

The District Election Officer said that the election schedule has been declared. With this, the Model Code of Conduct has come into force. All officials should conduct the election work with complete impartiality. Strict action will be taken against those who violate the Model Code of Conduct. All SDMs should immediately form a team to take action under the Defacement of Property Act and get the illegally displayed publicity material removed immediately. Immediately remove publicity material displayed in government buildings and premises. Even on private buildings and land, promotional material will be displayed only after the written permission of the owner. Under the Noise Control Act, the use of sound amplification devices will be completely prohibited from 10 pm to 6 am. Make sure it is followed. Register a case and take action against those who violate it. The Returning Officer will be authorized to give permission for meetings, processions, vehicles and all other types of permission to political parties and candidates. Mark at least two places for the meeting. Give permission according to the order of application. Do not allow gathering in the premises of any religious place. He said that all SDMs and returning officers should run campaigns with the help of the police department to maintain law and order in their respective areas. Take strict restrictive action against habitual criminals and anti-social elements. As per the instructions given by the Commission, arrangements for ramp, drinking water and lighting should be made in every polling station. Get the polling station information written in the prescribed format. After 100% verification of polling stations, submit the report within three days. Ensure arrangements for sweep plan and polling centers through all sector magistrates. He gave instructions to the officials regarding paid news, work of MCMC committee, election control room, election audit.

The Collector said that all flying squads, VSTs, expenditure accounting monitoring teams and teams should be immediately deployed at checking points. Resolve election related complaints immediately and send reports. Send daily reports in Form 1 and 2 prescribed by the Commission regarding violation of the Model Code of Conduct. Give a checklist in advance regarding filing of nomination papers and permission of vehicles. Submit them as per the checklist. Get all permissions issued instantly by setting up a single window for permissions. All nodal officers should take all the actions as per the assigned responsibilities. Stay in touch with the Returning Officer to ensure the proceedings. Officer-in-charge should immediately schedule the training of the polling teams and ensure their training in two phases. In the meeting, the Collector gave instructions regarding distribution of voting material, arrangement of strong room, arrangement of election training, control room, communication plan and sweep campaign. In the meeting, Nodal Officer SVEEP and Chief Executive Officer of District Panchayat Dr. Saurabh Sonawane, Commissioner Municipal Corporation Mrs. Sanskriti Jain, Additional Collector Shailendra Singh, Divisional Forest Officer Anupam Sharma, Deputy District Election Officer Shreyas Gokhale, Nodal Officer Training Dr. Amarjeet Singh, all returning officers. , Assistant Returning Officer, CMO, CEO Janpad Panchayat and all nodal officers were present.
