Rewa Today Desk :2023 विधानसभा चुनाव के ऐलान के साथ जहां एक और सभी प्रमुख पार्टियों अपने-अपने प्रत्याशियों के नाम का ऐलान कर रही हैं ,वहीं दूसरी ओर अपने घोषणा पत्र को भी लेकर आ रही हैं, जिसके चलते कांग्रेस ने भी आज 101 गारंटी मध्य प्रदेश की जनता को दे डाली.
कांग्रेस की 101 गारंटियां क्या है इसमें खास, आईये आपको सिलसिले वार तरीके से समझते हैं
मध्य प्रदेश में कांग्रेस पार्टी ने प्रदेश की जनता की खुशहाली के लिए कई घोषणाएं की है जैसे –
1.जय किसान कृषि ऋण माफी योजना जारी रहेगी । किसानों का 2.00 लाख रुपए तक का कर्ज़
माफ करेंगे।
2.महिलाओं को प्रतिमाह 1500/-रूपए नारी सम्मान निधि के रूप में देंगे।
3.घरेलू गैस सिलेंडर 500/- रूपए में देंगे।
4. बिजली के बिल इंदिरा गृह ज्योति योजना के अंतर्गत 100 यूनिट माफ और 200 यूनिट हाफ दर पर देंगे।
5.पुरानी पेंशन योजना 2005 ओपीएस प्रारंभ करेंगे।
6.किसानों को सिंचाई हेतु 5 हार्सपॉवर का विद्युत निःशुल्क प्रदान करेंगे।
7.किसानों के बकाया विद्युत देयक माफ करेंगे।
8.किसान आंदोलन एवं विद्युत संबंधी झूठे व निराधार प्रकरणों को वापिस लेंगे।
9.बहुदिव्यांगजनों की पेंशन की राशि बढ़ाकर रूपए 2000/- करेंगे।
10.जातिगत जनगणना कराएंगे।
शासकीय सेवाओं एवं योजनाओं में ओबीसी को 27 प्रतिशत आरक्षण देंगे।
12.संत शिरोमणि रविदास के नाम पर कौशल उन्नयन विश्वविद्यालय सागर में स्थापित करेंगे।
13.तेंदूपत्ता की मजदूरी की दर 4000/- रूपए बोरा करेंगे।
14.पढ़ो-पढ़ाओ योजना के अंतर्गत सरकारी स्कूलों के बच्चों को कक्षा 1 से 8वीं तक 500/- रूपए, कक्षा 9वीं-10वीं के लिए 1000/- एवं कक्षा 11वीं-12वीं के बच्चों को 1500/- रूपए प्रतिमाह देंगे।
15.मध्यप्रदेश में स्कूली शिक्षा निःशुल्क करेंगे।
16.आदिवासी अधिूसचित क्षेत्रों में कांग्रेस के कार्यकाल में बना पेसा एक्ट लागू करेंगे। इन प्रमुख योजनाओं के अलावा कांग्रेस ने
- 5 हार्सपॉवर निःशुल्क बिजली देने के साथ 10 हार्सपॉवर तक 50 प्रतिशत छूट देंगे।
- किसान भाइयों को किसान फ्रेण्डली एप उपलब्ध कराएंगे।
- नंदिनी गोधन योजना प्रारंभ करेंगे। 2/- रूपये प्रति किलो की दर से गोबर खरीदेंगे।
- कांग्रेस ने जो 1000 गौशालाएं प्रारंभ की थी जिसे भाजपा ने बंद कर दिया है उन्हें पुनः प्रारंभ करेंगे।
- गो ग्रास अनुदान बढ़ाएंगे।
- सहकारी क्षेत्र के माध्यम से दूध खरीदी पर 5/- रूपये प्रति लीटर बोनस देंगे।
- मछुआरों कृषकों को मत्स्य का अधिकार देंगे।
- सहकारी संस्थाओं में 50 प्रतिशत महिलाओं को आरक्षण देंगें।
- खेतिहर श्रमिकों को फसल रक्षक का नाम देंगे एवं प्रशिक्षण देकर किट देंगे।
सिंचाई एवं प्रदेश की नदियाँ - सिंचाई क्षमता बढ़ायेंगे एवं समितियों के चुनाव करायेंगे।
- ताप्ती, तमस एवं वेतबा नदी विकास प्राधिकरण गठित करेंगे। प्रदेश में लुप्त हो रही नदियों के संरक्षण के लिए भागीरथ नदी संरक्षण कार्यक्रम प्रारंभ करेंगे।
- माँ नर्मदा संरक्षण अधिनियम बनाएंगे।
4.नर्मदा परिक्रमा परिषद का गठन करेंगे एवं नर्मदा परिक्रमा यात्रा प्रारंभ करेंगे।
युवाओं के लिए - सरकारी भर्ती का कानून बनाएंगे।
- 2.00 लाख सरकारी पद भरेंगे।
- प्रत्येक ग्राम पंचायत में दो-चार नए पद निर्मित कर भरेंगे।
- प्रदेश के युवाओं को ही सरकारी नौकरी में प्राथमिकता मिले, इस हेतु आगे बढ़ेंगे।
- प्रतियोगी परीक्षा शुल्क में 100 प्रतिशत छूट देंगे।
- पिछले 18 वर्षों से लंवित भर्तियां – शिक्षकों, पुलिस, पटवारी, फॉरेस्ट गार्ड, नर्स आदि की भरी जाएंगी।
7.युवा स्वाभिमान के अंतर्गत जरूरतमंद शिक्षित बेरोजगार युवाओं को 1500 से 3000/- रूपए तक प्रतिमाह आर्थिक सहायता 2 वर्ष के लिए देंगे।
8.भोपाल में प्रोफेशनल हब बनाएंगे। - मध्यप्रदेश में डिजिटल यूनिवर्सिटी शुरू करेंगे।
- उच्च शिक्षा, चिकित्सा शिक्षा, तकनीकी शिक्षा की गुणवत्ता मैं सुधार करेंगे।
- छात्र संघ के नियमित चुनाव कराएंगे।
12.प्रदेश के युवा खिलाड़ियों के लिए ‘पदक लाओ-पदक पाओ’, पदक लाओ-करोड़पति बन जाओ, पदक लाओ-कार जीतो, पदक लाओ-छात्रवृत्ति पाओ योजना आरंभ करेंगे।
महिलाओं के लिए - बेटियों के विवाह की नई योजना प्रारंभ करेंगे, 1 लाख 1 हजार रूपए की सहायता देंगे।
- महिलाओं के स्टार्ट अप के लिए रूपए 25.00 लाख तक का ऋण 3 प्रतिशत ब्याज दर पर उपलब्ध कराएँगे।
3.आवासहीन ग्रामीण महिलाओं को आवास एवं आजीविका के लिए 5000 वर्गफुट का भूखण्ड देंगे।
4.महानगरीय बस सेवा में परिवहन हेतु निःशुल्क पास उपलब्ध कराएंगे।
5.आंगनवाड़ी सहायिका एवं कार्यकर्ताओं को नियमित करने के लिए नियम बनाएंगे।
6.आशा एवं ऊषा कार्यकर्ताओं के लिए मैदानी स्वास्थ्यकर्मियों का नया कैडर बनाकर सेवा से जोड़ंेगे।
7.बेटियों के लिए मेरी बिटिया रानी योजना प्रारंभ करेंगे उनको 2 लाख 51 हजार की राशि उनके जन्म से विवाह संस्कार होने तक देंगे।
स्वास्थ्य - स्वास्थ्य का अधिकार कानून बनायेंगे। प्रदेश के नागरिकों के लिए वरदान स्वास्थ्य बीमा योजना प्रारंभ करेंगे, जिसमें परिवार सहित 25 लाख तक का स्वास्थ्य बीमा एवं 10 लाख का दुर्घटना बीमा शामिल रहेगा।
जनसेवक, सरकारी कर्मचारी, अधिकारी एवं पेंशनर्स - कर्मचारी एवं अधिकारियों का बीमा कराएंगे।
- कर्मचारियों की रूकी पदोन्नतियां प्रारंभ करेंगे।
- कर्मचारियों को चार चरण में समयमान वेतनमान देंगे।
आउटसोर्स एवं संविदा कर्मी - आउटसोर्स, संविदा, अंशकालीन, दैनिक वेतनभोगी एव मानदेय पर कार्यरत कर्मियों के साथ न्याय करेंगे। पहली कैबिनेट में इनके लिए प्रस्ताव लाएंगे।
भूतपूर्व सैनिक एवं अर्द्धसैनिक - भूतपूर्व सैनिकों को सेवा में आरक्षण का लाभ देंगे।
खनिज - रेत आवंटन की नई नीति बनाएंगे।
- रेत घोटाले की जांच करेंगे।
श्रम - श्रमिकां के सम्मान में 1 मई को सार्वजनिक अवकाश घोषित करेंगे।
- 65 वर्ष से अधिक आयु के श्रमिकों को 1200/- रूपए प्रतिमाह सम्मान निधि देंगे।
- सभी श्रमिकों को लिए नया सवेरा योजना पुनः प्रारंभ करेंगे।
स्वच्छ जल का अधिकार - स्वच्छ जल का अधिकार का कानून बनाएंगे।
- हर घर को पेयजल योजना उपलब्ध कराएंगे।
विज्ञान, सूचना प्रौद्योगिकी
1.आर्टिफिशियल इंटेलीजेंसी का शोध केन्द्र स्थापित करेंगे।
सामाजिक न्याय
1.सामाजिक सुरक्षा पेंशन 600 से बढ़ाकर 1200 रूपए करेंगे।
2.बहुदिव्यांगजनों को 2000/-रूपए मासिक पेंशन देंगे।
3.गरीबों के लिए आटा, दाल, तेल और चीनी का देवभोग किट प्रदान करेंगे।
4.गरीबी रेखा का नया सर्वे कराएंगे।
पिछड़ा वर्ग, अनुसूचित जाति एवं अनुसूचित जनजाति
1.समान अवसर आयोग गठित करेंगे।
2.बैकलॉग के पद भरेंगे।
3.जाति प्रमाण पत्र बनवाने में आ रही समस्या को दूर करेंगे।
4.इन वर्गों के आर्थिक एवं सामाजिक उत्थान की दिशा मंे कदम उठाएंगे।
5.छात्रवृत्ति का अधिकार अधिनियम बनाएंगे।
6.अनुसूचित जाति, जनजाति उपयोजना को अधिनियम का रूप देंगे।
ग्रामीण विकास
1.त्रिस्तरीय पंचायती राज मूल रूप से लागू करेंगे। सरपंचों को अधिकार देंगे।
2.नगरीय निकायों की तरह जिला एवं जनपद पंचायतों में एल्डरमेन नियुक्त करेंगे।
आवास का अधिकार
1.आवास का अधिकार का कानून बनाएंगे।
2.ग्रामीण आवास एवं शहरी आवास की राशि को समान करेंगे।
3.600 वर्गफुट तक के आवासी पट्टों का निःशुल्क पंजीयन करेंगे।
4.पुश्तैनी मकानों का मालिकाना हक देंगे।
5.आवासीय पट्टेधारियों की रजिस्ट्री निःशुल्क कराएंगे।
अर्थ व्यवस्था का सुदृढ़ीकरण
1.न्यूनतम आय की गारंटी का अधिकार लाएंगे।
2.करों का युक्तियुक्तकरण करेंगे।
3.राज्य की पंचवर्षीय योजना प्रारंभ करेंगे।
4.एकीकृत ग्रामीण एवं शहरी विकास की नवधारणा के साथ आगे बढ़ेंगे।
5.वित्तीय अनुशासन कायम करेंगे।
अपराधमुक्त प्रदेश
1.प्रदेश मैं संवेदनशील जबावदेही और पारदर्शी व्यवस्था लागू करेंगे।
2.शुद्ध के लिए युद्ध अभियान चलाएंगे।
3.माफियाओं के विरूद्ध अभियान चलाएंगे।
4.यातायात चैकिंग की व्यवस्था मैं सुधार करेंगे।
परिवहन
1.मध्यप्रदेश में ग्रामीण परिवहन विकास के लिए चार क्षेत्रीय कंपनियां पीपीपी मॉडल पर बनाएंगे।
2.स्क्रेप की नीति बनाएंगे।
3.आरटीओ बैरियर की व्यवस्था सुदृढ़ करेंगे।
नशामुक्त प्रदेश
1.प्रदेश को मादकमुक्त प्रदेश बनाने की ओर कदम उठाएंगे।
पत्रकार
1.पत्रकारों की सम्मान निधि राशि बढ़ाकर 25 हजार करेंगे।
2. पत्रकारों का निःशुल्क स्वास्थ्य बीमा परिवार सहित कराएंगे।
3.पत्रकार परामर्श समिति का गठन करेंगे।
4.पत्रकारों के लिए महानगरों में न्यू सिटी का निर्माण करेंगे।
5.समाचार पत्रों, पत्रिकाओं एवं डिजिटल समाचार पत्रों/चैनलों को विज्ञापन देने के लिए नए नियम बनाएंगे।
आस्था और विश्वास
1.श्रीराम वन गमन पथ का निर्माण शीघ्र पूर्ण करायेंगे। - सीता माता मंदिर श्रीलंका की योजना को पुनः प्रारम्भ करेंगे।
खुशहाली मिशन - मध्यप्रदेश की खुशहाली के लिए खुशहाली मिशन प्रारम्भ करेंगे। कांग्रेस की इन घोषणाओं को देखकर लगता है कांग्रेस ने किसी भी वर्ग को नहीं छोड़ा है अब देखना है इन घोषणाओं का जनता के बीच क्या असर पड़ता है
Congress will work on 101 guarantees in Madhya Pradesh after 2023 assembly elections

1.Jai Kisan Agricultural Loan Waiver Scheme will continue. Farmers’ loan up to Rs 2.00 lakh

- The pension amount of multiple disabled people will be increased to Rs 2000/-.
- Will conduct caste census.
- Will give 27 percent reservation to OBCs in government services and schemes.
- Skill upgradation university in the name of Saint Shiromani Ravidas will be established in Sagar.
13.The labor rate of Tendu leaves will be Rs 4000/- per bag. - Under the Padhao Padhao scheme, Rs 500/- per month will be given to the children of government schools from class 1 to 8, Rs 1000/- per month to class 9th-10th and Rs 1500/- per month to the children of class 11th-12th.

Irrigation and rivers of the state - Will increase irrigation capacity and conduct elections of committees.
- Tapti, Tamas and Vetba River Development Authority will be constituted. Bhagirath will start river conservation program to conserve the disappearing rivers in the state.
- Will enact Mother Narmada Conservation Act.
- Will form Narmada Parikrama Parishad and start Narmada Parikrama Yatra.
for youth - Will make a law for government recruitment.
- 2.00 lakh government posts will be filled.
- Two-four new posts will be created and filled in every Gram Panchayat.
- We will move forward to ensure that only the youth of the state get priority in government jobs.
- Contestants will be given 100 percent exemption in examination fee.
- Recruitments pending for the last 18 years – of teachers, police, patwari, forest guard, nurses etc. will be filled.
- Under Yuva Swabhiman, financial assistance of Rs 1500 to Rs 3000 per month will be provided to needy educated unemployed youth for 2 years.
- Will create a professional hub in Bhopal.
- Will start a digital university in Madhya Pradesh.
- Will improve the quality of higher education, medical education, technical education.
- Will conduct regular elections of the Student Union.
- For the young players of the state, we will start the scheme ‘Bring Medal – Get Medal’, Bring Medal – Become a Crorepati, Bring Medal – Win Car, Bring Medal – Get Scholarship.
For ladies
- Will start a new scheme for the marriage of daughters, will provide assistance of Rs 1 lakh 1 thousand.
- Loans up to Rs 25.00 lakh will be provided at 3 percent interest rate for women start-ups.
- 5000 square feet plot will be given to homeless rural women for housing and livelihood.
- Will provide free passes for transportation in metropolitan bus service.
5.We will make rules to regularize Anganwadi assistants and workers. - A new cadre of field health workers will be created for Asha and Usha workers and will be linked to the service.
- We will start Meri Bitiya Rani Yojana for daughters and will give them an amount of Rs 2 lakh 51 thousand from their birth till their marriage ceremony.
Health - Will make a law for the right to health. We will start Vardaan Health Insurance Scheme for the citizens of the state, which will include health insurance of up to Rs 25 lakh for the family and accident insurance of Rs 10 lakh.
Public servants, government employees, officers and pensioners - Will provide insurance to employees and officers.
- Will start stalled promotions of employees.
- Time scale pay scales will be given to employees in four phases.
Outsourced and contract workers - Will do justice to outsourced, contractual, part-time, daily wage and honorarium workers. Will bring proposals for these in the first cabinet.
ex-servicemen and paramilitary - Will give the benefit of reservation in service to ex-servicemen.
mineral - Will make a new policy for sand allocation.

Labor - Workers
- Will declare May 1 a public holiday in honor of.
- Workers above 65 years of age will be given a Samman Nidhi of Rs 1200/- per month.
- Will restart Naya Savera scheme for all workers.

Science, Information Technology - Will establish a research center for Artificial Intelligence.

Backward Class, Scheduled Caste and Scheduled Tribe
1.Equal Opportunities Commission will be constituted. - Backlog posts will be filled.

rural Development - Three-tier Panchayati Raj will be basically implemented. Will give authority to Sarpanches.

- The amount of rural housing and urban housing will be equal.
- Will provide free registration of residential leases up to 600 square feet.
- Will give ownership rights of ancestral houses.

strengthening the economy - Will bring guaranteed right to minimum income.
- Will rationalize taxes.
- Will start the state’s five-year plan.
- We will move forward with the new concept of integrated rural and urban development.

transportation - Four regional companies will be formed on PPP model for rural transport development in Madhya Pradesh.

- RTO will strengthen the barrier system.
drug free state - We will take steps towards making the state a drug-free state.
Journalist - The honor fund amount of journalists will be increased to Rs 25 thousand.
2. Will provide free health insurance to journalists along with their families. - Journalists will form a consultation committee.
- New cities will be built in metropolitan cities for journalists.
- New rules will be made for giving advertisements to newspapers, magazines and digital newspapers/channels.
faith and trust - Shri Ram will complete the construction of forest road soon.
- Will restart the plan of Sita Mata Temple Sri Lanka.
