Rewa Today Desk : नगर निगम की बिना अनुमति के ईको पार्क का शुभारम्भ किया जाना न्यायोचित नही भाजपा सरकार अपना रही दोहरा मापदण्ड रीवा में इको पार्क खुलने के पहले ही विवादों में आ गया. नगर निगम से मांगे गए आरटीआई के तहत मिले कागजात साफ तौर से दर्शाते हैं, बगैर अनुमति के काम हो रहा है. म0प्र0 नगर पालिक निगम में निहित प्रावधानो के अनुसार नगर निगम क्षेत्र के अन्तर्गत कोई भी निर्माण कार्य पार्क, बारातघर, भवन आदि बिना अनुमति के कराया जाना आपराधिक कृत्य की श्रेणी में आता है।

\ वहीं यदि आम नागरिक बिना मंजूरी के छोटा सा भी भवन निर्माण कराते है तो नगर निगम विभाग के आला अधिकारी नही करने देते, ऊपर से निर्माण कार्य सामग्री जप्त कर दण्डात्मक कार्यवाही कर देते है। पत्रकारो से चर्चा करते हुये संयुक्त किसान मोर्चा के संयोजक शिव सिंह ने बताया कि नगर पालिक निगम क्षेत्र रीवा के वार्ड क्रमांक 19 एवं 05 तथा 03 के बीचो बीच बीहर नदी के टापू पर 5.20 हेक्टेयर भू-भाग पर निर्मित ईको पार्क के निर्माण की अनुमति नगर पालिक निगम रीवा द्वारा नही ली गई है। वही शासन के जिम्मेदार जन प्रतिनिधि एवं अधिकारी मिल कर 24 सितम्बर को शुभारम्भ करने जा रहे है।

जो एक आपराधिक कृत्य के साथ-साथ भाजपा के दोहरे मापदण्ड को दर्शाता है। शिव सिंह को नगर निगम से मंजूरी के संबंध में सूचना अधिकार अधिनियम के तहत प्राप्त जानकारी से यह खुलासा हुआ है कि ईको पार्क के निर्माण की कोई मन्जूरी विभाग से जारी नही है। इस आधार पर नगर निगम स्वयं अपने ही नियमो को ताक पर रख कर अपने ही द्वारा बनाये गये कानूनो की धज्जियां उड़ा रहा है। वन विभाग ने पहले उक्त जमीन को अधिग्रहीत किया इसके बाद सांठ गांठ कर प्राइवेट व्यक्ति को इको पार्क के लिये लीज में दे दिया।

नगर पालिक निगम के नियमों के तहत निर्माण की मंजूरी उपरांत संबंधित इंजीनियर निर्माण के पूर्णता की मंजूरी भी नही ली गई। वर्षो से निर्माण होता रहा नगर निगम के आला अधिकारी मूक दर्शक बैठे रहे ऐसे में उक्त अधिकारियों के खिलाफ कानूनी कार्यवाही की मांग भी कर डाली अधिवक्ता शिव सिंह ने
क्या कहते हैं सोशल एक्टिविस्ट बीके माला वहीं दूसरी और बीके माल भी सवाल उठाते हैं, नगर निगम सीमा के अंदर बगैर नगर निगम की अनुमति के क्या कोई काम हो सकता है. महापौर से लेकर नगर निगम के कमिश्नर तमाम जिम्मेदार अधिकारी इस मामले में दोषी हैं. जिस तरीके से अवैध रूप से पार्क बनाया गया और उसका शुभारंभ करने होने जा रहा है पूर्णता गलत है.

While discussing with the journalists, Shiv Singh, convenor of the United Kisan Morcha, said that permission has been given for the construction of an eco park built on 5.20 hectares of land on an island in the Bihar river between ward numbers 19 and 05 and 03 of the Municipal Corporation area of Rewa.

Information received under the Right to Information Act regarding the approval given by Shiv Singh from the Municipal Corporation has revealed that no approval for the construction of Eco Park has been issued by the department. On this basis, the Municipal Corporation is disregarding its own rules and flouting the laws made by itself.

The Forest Department first acquired the said land, after which it colluded and gave it on lease to a private person for the Eco Park. According to the rules of the Municipal Corporation, after the approval of the construction, the approval of the concerned engineer for the completion of the construction was also not taken. The construction was going on for years and the top officials of the Municipal Corporation remained silent spectators.

Advocate Shiv Singh even demanded legal action against the said officials.

On the other hand, BK Mal also raises the question, can any work be done within the Municipal Corporation limits without the permission of the Municipal Corporation. From the Mayor to the Municipal Corporation Commissioner, all the responsible officials are guilty in this matter. The manner in which the park was built illegally and is going to be inaugurated is completely wrong.
