Rewa Today Desk : भारत निर्वाचन आयोग के कार्यक्रमानुसार विधानसभा निर्वाचन 2023 की घोषणा के साथ ही आदर्श आचरण संहिता प्रभावशील हो जाने के परिप्रेक्ष में कलेक्टर एवं जिला निर्वाचन अधिकारी श्रीमती प्रतिभा पाल द्वारा सभी कार्यालय प्रमुखों को आदर्श आचरण संहिता के पालन के निर्देश दिये गये हैं।
तदनुक्रम में शासकीय कर्मचारियों को चुनाव में बिल्कुल निष्पक्ष रहना चाहिए। यह आवश्यक है कि वे किसी को यह महसूस न होने दे कि वे निष्पक्ष नहीं है। जनता को उनकी निष्पक्षता का विश्वास होना चाहिए तथा उन्हें ऐसा कोई कार्य नहीं करना चाहिए जिससे ऐसी आंशका भी हो कि वे किसी दल या उम्मीदवार की मदद कर रहे हैं। शासकीय कर्मचारियों को किसी भी प्रकार के चुनाव अभियान या प्रचार में भाग नहीं लेना चाहिए तथा उन्हें यह देखना चाहिए कि उनकी हैसियत या अधिकारों का लाभ कोई दल या उम्मीदवार न ले सके। निर्वाचन में किसी अभ्यर्थी के लिए कार्य करना मध्यप्रदेश सिविल सेवा आचरण नियम के प्रावधानों के विपरीत है। लोक प्रतिनिधित्व अधिनियम की ओर विशेष रूप से ध्यान आकर्षित करते हुए कहा गया है कि निर्वाचन के दौरान अधिकारी, कर्मचारी न तो किसी अभ्यर्थी के लिए कार्य करेंगे और न मत डालने में कोई असर डालेंगे।

लोक प्रतिनिधित्व अधिनियम के अधीन निर्वाचन के संचालन के लिए नियोजित समस्त अधिकारी कर्मचारी तथा राज्य सरकार द्वारा पदाभिहित पुलिस अधिकारी निर्वाचन के परिणाम घोषित होने तक निर्वाचन आयोग में प्रतिनियुक्ति पर समझे जायेंगे और उस समय तक निर्वाचन आयोग के नियंत्रण, अधीक्षण और अनुशासन के अधीन रहेंगे।

चुनाव की घोषणा की तारीख से निर्वाचन समाप्त होने की अवधि में मंत्रियों के यात्रा के दौरों के सिलसिले में शासन द्वारा आदेश प्रसारित किए गए है। जिसके अनुसार निर्वाचन की घोषणा दिनांक से लेकर निर्वाचन प्रक्रिया पूर्ण होने तक की अवधि में केन्द्र या राज्य शासन के कोई मंत्री किसी ऐसे निर्वाचन क्षेत्र में शासकीय दौरा नही करेंगे, जिसमें निर्वाचन की घोषणा हो चुकी है (केवल प्राकृतिक आपदा स्थितियों को छोड़कर) साथ ही यदि मंत्री संस्था या पार्टी की ओर से आम सभा आयोजित करते है तो सभा की व्यवस्था नही की जाए, केवल कानून एवं व्यवस्था बनाए रखना सुनिश्चित किया जायेगा। यदि कोई मंत्री चुनाव के काम के लिए कहीं जाते हैं तो शासकीय कर्मचारी तथा अधिकारी उनके साथ नहीं जायेंगे। उन अधिकारियों को छोड़कर, जिन्हें ऐसे सभा या आयोजन में कानून एवं व्यवस्था के लिए सुरक्षा के लिए या कार्यवाही नोट करने के लिए तैनात किया गया हो। दूसरे अधिकारियों को ऐसी सभा या आयोजन में शामिल नही होना चाहिए। जब किसी मंत्री को निजी मकान पर खाने-पीने के लिए आमंत्रित किया जाता है तो कोई शासकीय अधिकारी या कर्मचारी उसमें शामिल न हो।

All office heads should ensure to follow the Model Code of Conduct – District Election Officer.

In view of the Model Code of Conduct becoming effective with the announcement of the Assembly Elections 2023 as per the schedule of the Election Commission of India, Collector and District Election Officer Smt. Pratibha Pal has instructed all the office heads to follow the Model Code of Conduct. Instructions have been given to follow the code.
Accordingly, government employees should remain absolutely impartial in elections. It is important that they do not make anyone feel that they are not being fair. The public should have faith in their impartiality and they should not do anything that might give rise to the suspicion that they are helping any party or candidate. Government employees should not participate in any kind of election campaign or campaign and they should see that no party or candidate takes advantage of their position or rights.

Working for any candidate in elections is contrary to the provisions of Madhya Pradesh Civil Services Conduct Rules. Drawing special attention towards the Public Representation Act, it has been said that during the elections, officers and employees will neither work for any candidate nor have any influence in casting the vote.
All officers and employees employed for the conduct of elections under the Representation of the People Act and police officers designated by the State Government will be deemed to be on deputation to the Election Commission until the results of the election are declared and till that time they will remain under the control, superintendence and discipline of the Election Commission.

Orders have been issued by the government regarding the travel tours of ministers during the period from the date of announcement of elections to the end of elections. According to which, during the period from the date of announcement of elections till the completion of the election process, no minister of the Central or State Government will make an official visit to any constituency in which elections have been announced (except in situations of natural disaster). If the Minister organizes a general meeting on behalf of an organization or party, then arrangements for the meeting should not be made, only maintenance of law and order will be ensured.

If any minister goes somewhere for election work, government employees and officers will not accompany him. Except those officers who are deployed for law and order security or to note the proceedings of such gathering or event. Other officers should not participate in such meetings or events. When a minister is invited to eat and drink at a private house, no government officer or employee should attend it.
