प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान की एक और महत्वकांक्षी योजना शीघ्र प्रारंभ होने जा रही है मुख्यमंत्री का कहना है युवाओं को बैसाखी पर चलना नहीं, अपने पैरों पर खड़ा होना सिखाएगी इस योजना को जिसका नाम मुख्यमंत्री सीखो-कमाओ योजना दिया गया है को मिल गया है मंत्रि-परिषद का अनुमोदन  मुख्यमंत्री  शिवराज सिंह चौहान ने कहा है कि आज का दिन प्रदेश के लिए ऐतिहासिक है। राज्य सरकार रोजगार के लिए अनेकों प्रयास कर रही है, एक लाख पदों पर भर्ती की प्रक्रिया जारी है। स्व-रोजगार के हमारे प्रयास निरंतर जारी हैं। प्रतिमाह रोजगार दिवस किया जा रहा है। हमारा संकल्प है कि युवाओं को बेरोजगार नहीं रहने देंगे। इस उद्देश्य से युवाओं को रोजगार के लिए कौशल सिखाने नई योजना लागू की जा रही है। युवाओं को कौशल सीखने के साथ भुगतान भी किया जाएगा। कौशल प्रशिक्षण के लिए कंपनियों और सर्विस सेक्टर को जोड़ा जाएगा। बेरोजगारी भत्ता बेमानी है। नई योजना, युवाओं में क्षमता संवर्धन कर उन्हें पंख देने की योजना है, जिससे वे खुले आसमान में ऊँची उड़ान भर सकें और उन्हें रोजगार, प्रगति और विकास के नित नए अवसर मिलें। योजना में युवाओं को प्रशिक्षण देने वाले प्रतिष्ठानों का पंजीयन 7 जून से और काम सीखने के इच्छुक युवाओं का पंजीयन 15 जून से शुरू होगा और प्लेसमेंट 15 जुलाई से आरंभ होगा। कार्य सिखाने वाले प्रतिष्ठान और राज्य शासन के बीच 31 जुलाई से अनुबंध की कार्यवाही होगी। एक अगस्त से युवा, कार्य आरंभ कर देंगे। यह क्रांतिकारी योजना युवाओं को बैसाखी पर चलना नहीं, अपने पैरों पर खड़ा होना सिखाएगी। कार्य से सीखने की अवधि में युवाओं को आर्थिक सहायता उपलब्ध कराई जाएगी। मंत्रिपरिषद की बैठक में आज मुख्यमंत्री सीखो कमाओ योजना को मंजूरी दी गई। 

18 से 29 वर्ष के युवा होंगे पात्र – योजना में कम से कम एक लाख युवाओं को प्रतिष्ठानों में प्रशिक्षण उपलब्ध कराया जाएगा। मध्यप्रदेश के स्थानीय निवासी, 18 से 29 वर्ष के युवा, जिनकी शैक्षणिक योग्यता 12वीं अथवा आईटीआई या उच्च है, वे योजना में पात्र होंगे। प्रशिक्षण के बाद मध्य प्रदेश राज्य कौशल विकास एवं रोजगार निर्माण बोर्ड (MPSSDEGB) द्वारा स्टेट कॉउसिल फॉर वोकेशनल ट्रेनिंग (SCVT) का प्रमाण-पत्र दिया जाएगा। योजना से युवाओं को प्रशिक्षण के साथ स्टाइपेंड मिलेगा, कौशल उन्नयन से उनके रोजगार के अवसर बढ़ेंगे और कमाई का बेहतर मार्ग प्रशस्त होगा।

8 से 10 हजार रूपए तक होगा स्टाइपेंड – प्रस्तुतिकरण में बताया गया कि योजना से देश और प्रदेश के प्रतिष्ठित औद्योगिक तथा निजी संस्थानों को जोड़ा जाएगा। प्रतिष्ठान के पास पैन नंबर और जीएसटी पंजीयन होना आवश्यक होगा। प्रतिष्ठान अपने कुल कार्यबल के 15 प्रतिशत की संख्या तक छात्र प्रशिक्षणार्थियों को प्रशिक्षण दे सकेंगे। योजना में 12वीं उत्तीर्ण प्रशिक्षणार्थियों को 8 हजार रूपए, आईटीआई उत्तीर्ण को 8 हजार 500 रूपए, डिप्लोमा उत्तीर्ण को 9 हजार रूपए और स्नातक उत्तीर्ण या उच्च शैक्षणिक योग्यता वालों को 10 हजार रूपए प्रतिमाह स्टाइपेंट दिया जाएगा। स्टाइपेंड की 75 प्रतिशत राशि राज्य शासन की ओर से प्रशिक्षणार्थी को डीबीटी से भुगतान की जायेगी। संबंधी प्रतिष्ठान को निर्धारित न्यूनतम स्टाइपेंड की 25 प्रतिशत राशि प्रशिक्षणार्थी के बैंक खाते में जमा करानी होगी।

Another ambitious scheme of State Chief Minister Shivraj Singh Chouhan is going to be launched soon.Chief Minister’s Learn-Earn scheme has been given, has got the approval of the Council of Ministers Chief Minister Shivraj Singh Chouhan has said that today is a historic day for the state. The state government is making many efforts for employment, the process of recruitment for one lakh posts is going on. Our efforts for self-employment continue unabated. Employment day is being organized every month. It is our resolve that the youth will not be left unemployed. For this purpose, a new scheme is being implemented to teach skills to the youth for employment. The youth will get paid along with learning the skill. Companies and service sector will be linked for skill training. Unemployment allowance is redundant. The new scheme is a scheme to give wings to the youth by enhancing their capacity, so that they can fly high in the open sky and they get new opportunities for employment, progress and development. Under the scheme, the registration of establishments giving training to youth will start from June 7 and the registration of youth willing to learn work will start from June 15 and the placement will start from July 15. From July 31, the contract will be processed between the work teaching establishment and the state government. The youth will start work from August 1. This revolutionary scheme will teach the youth to stand on their own feet instead of walking on crutches. Financial assistance will be provided to the youth during the period of learning from work. The Chief Minister’s Learn Earn Scheme was approved in the meeting of the Council of Ministers today.

Youth aged 18 to 29 will be eligible – At least one lakh youth will be provided training in the establishments under the scheme. Local residents of Madhya Pradesh, 18 to 29 years old youth, whose educational qualification is 12th or ITI or higher, will be eligible in the scheme. After the training, the State Council for Vocational Training (SCVT) certificate will be given by the Madhya Pradesh State Skill Development and Employment Generation Board (MPSSDEGB). The scheme will provide stipend to the youth along with training, skill upgradation will increase their employment opportunities and pave way for a better way of earning.

Stipend will be from 8 to 10 thousand rupees – It was told in the presentation that prestigious industrial and private institutions of the country and the state will be connected with the scheme. The establishment will be required to have PAN number and GST registration. Establishments will be able to train student trainees up to 15 percent of their total workforce. Under the scheme, 12th passed trainees will be given 8 thousand rupees, ITI passed 8 thousand 500 rupees, diploma passed 9 thousand rupees and graduate passed or higher educational qualification will be given 10 thousand rupees per month stipend. 75 percent amount of stipend will be paid by DBT to the trainee on behalf of the state government. The concerned establishment will have to deposit 25 percent of the prescribed minimum stipend in the bank account of the trainee.
